When you contact Animal Control or the police, you should describe the animal with as much detail as possible. It is also important to take into consideration the condition that the animal is in. If there are signs of neglect, make sure to advise the animal shelter of these conditions.
If you can catch the animal but choose not to turn it in to the authorities or are unable to do so immediately, make sure you get the pet microchip scanned at the Animal Shelter or a local veterinarian. If the owner has taken care to microchip the animal, it should be found under the shoulder blades for dogs and cats.
